The Powers and Duties of its Officers & Employees


Cases to be Disposed of at the Level of MINISTER-IN–CHARGE LEGAL AND LEGISLATIVE MATTERS:

1. Proposals relating to Ordinances. Acts .Rules and Regulations including Amendments.
2. Annual Administration Reports.
3. Work relating to Assembly and Parliament Questions except replies to questions of Lok Sabha/Rajya sabha where information to be given is merely formal in nature.
4. Assurance/Promises made by Ministers on the Floor of the House.
5. Approval of periodical reports to be sent to Vidhan Sabha Committee.

Administrative Matters

1. Appointments of Category A officers (of the rank of Deputy Directors & above plus Principals by promotion.
2. Deputation and training abroad of category A and B officers.
3. All cases including service matters and transfers of Category A Officers (relating to Deputy Directors and above Principals regarding completion/extension of probation period, dispensing with their services during probation period. Confirmation, Promotion, Seniority cases, disciplinary cases involving suspensions and revocation, major and minor penalty, cut in pension, efficiency bar , gratuity, acceptance of resignations.
4. All cases of compulsory/premature retirement of Category A officers of the Rank of Deputy Directors & above, plus Principals.
5. Finalisation of Annual/Five-Year Plans of the department.
6. Finalisation of policy relating to the cadre strength of all categories of Officers/officials in consultation with F.D and personnel department.
7. Appeals filed by Category A Officers of rank of Deputy Directors & above.
8. Framing/Amendment of all Services rules and fixation of cadre strength of Each category of services.
9. Transfers and postings of Category A Officers of the rank of Deputy Directors and above plus Principals.
10. Appointment on deputation and training of officers within and out side India In respect of Category A Officers
11. Modification in the scope of Plan/Non-Plan Schemes after fund has been earmarked by F.D/Planning Department.
12. Advances from the State Contingency Fund.
13. Cases relating to the recommendations of PAC/Estimates Committees when ripe for final decision.

General

1. References required to be sent to the Government of India/Governor/ Council of Ministers.
2. Opening of I.T.Is/Polytechnic/Engineering colleges in the private sector.
3. Approval of Grant in aid, Affiliation and Admission policy of the Department.

Cases to be disposed at the level of the Principal Secretary to the Government of Punjab, Department of Technical Education and Industrial Training.

1. Tour programme of Director Technical Education and Industrial Training .
2. Appeals against orders of Director technical Education and Industrial Education and review of orders of Special Secretary Technical Education.
3. Refusal of LPR of all kinds of services matters and transfers cases of officers Of Category A not included in Annexure-II and Category B officers.
4. Appointment /Extension in adhoc appointment of Category B and Category C Officers/Officials.
5. Ordering of departmental enquiries of Category A Officers not included in Annexure II and Category B Officers.
6. Land acquisition final notification under section 6 of land Acquisition Act.
7. Requisition to be placed with Punjab Public Service Commission for filling up of Category A Officers not included in Annexure II and Category B posts.
8. Purchase of staff cars.
9. Disposing of matters relating to Punjab State Board of Technical Education.
10. All miscellaneous matters not specified otherwise.
11. Sanction to file appeals , applications and legal defence in court cases.
12. Clearance of efficiency bar, gratuity and completion of probation period of Category A Officers and Category B Officers where there are no adveentries.
13. Appointment on deputation to Central. State Corporations, Training of Officers/Officials within India of A category officers not included in Annexure II and all other categories of officers/Officials.
14. Forwarding of applications for employment outside the State of Punjab (Within India) in respect of category b and category C officials.
15. Traveling beyond jurisdiction within India fixation of pay, loans advances and honorarium for both Category A and B Officers.
16. Appeals filed by the Category C officials against orders of D.T.E.
17. Continuance of temporary posts in consultation with finance department.
18. All matters relating to Category A officers not included in Annexure II and Category B,C,D officials.
19. All cases of creation/abolition of posts of Category C and D employees on the advice of the finance department.
20. Cases to be referred to Finance department for individual schemes and posts Approved as part of plan.
21. Approval to make notifications under section 4 and 6 for acquisition of land for private parties/Govt. Semi Govt. Corporations/ Organizations.

Cases to be disposed of at the level of Secretary Technical Education and Industrial Training

1. Refusal of LPR to class-II Officer.
2. References to be made for requisition to be placed with Punjab Public service commission for filling up of all categories of posts, after approval at competent level.
3. Sending of periodical reports to Vidhan Sabha Committees.
4. References to P.P.S.C where no policy issue is involved.
5. Sanction of time barred claims in respect of T.A etc. of Officer/Officials reimbursement of legal charges as per rules for all categories.
6. Submission of plan documents and data to the Department of Planning after the plan has been formulated in consultation with the Secretary Planning.
7. Issuing of sanction after budget has been passed and concurrence of F.D has been obtained(where the scheme has been rejected by F.D/Planning Department, it will go up to the level of Principal Secretary Technical Education and Industrial Training.
8. Filling of affidavits replies applications ,appeals, and petitioners on behalf of Govt. in all courts.
9. Referring cases to L.R for advice.
10. References to P.P.S.C/S.S.S Board where no policy issue is involved.
11. Signing of notification under section 4&6 for acquisition of land for private parties /Govt., Semi- Govt., Companies/Organizations /Corporations.
12. Administrative approval to execution of schemes when funds are available.
13. Installation/shifting of telephones.
14. Purchase of typewriters.
15. Re-imbursement of Medical Charges.
16. Submission of plans documents and data to the Department of planning after the plan has been formulated in consultation with Secretary Planning.
17. Clarification on schemes after the funds have been earmarked.
18. Approval of service for the purpose of retirement and other benefits where such approval is required to be given by the State Govt.

Cases to be disposed at the level of Director department of Technical Education and Industrial Training Punjab.

1. To sanction leave travel concession.
2. To sanction remuneration to the employees dealing with student fund. At the rate prescribed by the Govt. and norms laid down by it.
3. To sanction leave encashment after retirement.
4. To grant extension in the contractual appointments.
5. To grant DCRG to retirees.
6. To grant ACP to non-gazetted staff of Directorate and field.
7. To sanction formal tour programme of head of the Institution, other gazetted and non-gazetted staff of Directorate and field.
8. To grant leave to all gazetted staff of subordinate offices, all gazetted and non-gazetted staff of Directorate.
9. To grant casual leave to head of the Institutions.
10. To grant permission to acquire higher education to attend part time classes .
11. To issue experience certificate.
12. To grant permission for concessional bus passes to students.

Financial Powers

1. To sanction non-recurring expenditure not otherwise provided for in this Rule (other than expenditure on installation of new telephones.)
2. To sanction contingent expenditure of a recurring expenditure up to Rs.10000/- per annum.
3. To sanction payment of damurrage welfare charges out of Contingencies upto Rs.3000/-
4. To sanction payment of rent for houses or land for other land residential purposes i.e. for ordinary office accommodation etc. upto Rs.5000/-per mensem.
5. To sanction local purchase of Indian manufacture where no rate Contracts of the Controller of Stores Punjab exists up to Rs.1500/- Each case.
6. To sanction direct purchase of stores from the local market after exhausting all the approved sources of supply and rate contract arranged By the Controller of Store, Pb.
7. To declare the sale and disposal of stores of stock surplus or Unserviceable etc. in departments upto Rs.10000/-
8. To sanction the writing off of losses, stores etc. upto Rs.10000/-
9. To sanction the grant of non-refundable advance from G.P.Fund to. To Gazetted and non-Gazetted employees of the deptt.
10. To grant/permit a Govt. employees to receive honorarium.
11. To sanction the reimbursement of medical charges of gazetted and Non-gazetted employees of the deptt.
12. To attest of entries in the service books of gazetted /non gazetted Employees.
13. To sanction loans and advances to employees of the Deptt.
14. To sanction grant of annual increment to employees of the Directorate.
15. To sanction Grant of local conveyance allowance.
16. To sanction expenditure on service postage stamps for use in Government Offices & Institutions.
17. To sanction expenditure in connection with Civil Suit instituted with the controlling authority as defined in Pb. Law Deptt.Manual.
18. To sanction expenditure in emergent cases on account of binding Work executed locally.
19. To sanction the hiring of type writers of approved patterns for use in their offices and offices subordinate to them.
20. To sanction expenditure on the supply of electrical energy consumed in Government offices/institutions.
21. To sanction the grant of temporary advance from G.P. Funds to Gazetted and Non-Gazetted employees of the department.

Cases to be disposed at the level of Additional Director. Department of Technical Education and Industrial Training (Industrial Training), Punjab.

1. To sanction leave travel concession.

4. To grant extension in the contractual appointments.

  • Academic and administrative management of the Institution.

  • Providing academic and administrative leadership.

  • Promotion of industry institution collaboration and industry oriented.

  • Research and Development.

  • Monitoring and evaluation of academic activities in the institutions.

  • Public relations and interaction with community.

  • Organizing and co-ordinating consultancy services.

  • Participating in policy and system planning at State.

  • Regional and National levels for development of Industrial Training.

  • Promoting and co-ordinating continuing education activities.

Group Instructors/ Senior Instructor

1. Erection/Installation/commissioning of equipment and machinery.
2. Procurement/storage/accounting of raw materials, tools and instruments.
3. Planning, Scheduling, organizing, co-ordinating and monitoring workshop Instructions and tasks.
4. Arranging for the issue of raw materials, tools and equipments for workshop job.
5. Plan, deliver and evaluate theoretical and workshop instruction.
6. Guide the students in the performance of practical tasks and skill exercises and evaluate their performance.
7. Arrange for preventive and breakdown maintenance.
8. To assist students and faculty members in the fabrication of their project work.
9. Participate in professional development activities.
10. Any other assignment function in the interest of the Institute.

Instructor

1. Procurement Storage/Accounting of raw materials, tools and instruments.
2. Issue of materials /tools/equipment for shop.
3. Plan, deliver and evaluate shop instruction.
4. Guide the students in the performance of practical tasks and skill exercises and evaluate their performance.
5. Indicate safety procedures and safety practices among students.
6. Operation and maintenance of tools and equipment including preventive and breakdown maintenance.
7. To assist students and faculty members in fabrication of their projects.
8. Any other assignment function in the interest of the institute.
